Rights to Privacy v/s Government Posting of Offenders

Recently we have heard the hue and cry of convicted sex offenders because they are listed on public registries.

Look ahead to House Bill 118, which if passed will provide for the State of Delaware to post its 100 most wanted tax debtors.

Is there a right to anonymity in one's criminal activity? Or does the right to privacy not go that far. Would the drafter's of the Constitution have felt that way, when in their own times they were providing for public whipping; and sentences to time in the pillory?

Does the picture change when we talk about posting a public list of people who owe taxes?
