Title: AN ACT TO AMEND TITLE 6 OF THE DELAWARE CODE RELATING TO THE LEGAL RATE OF INTEREST AND JUDGMENTS



Synopsis:
This bill clarifies that the applicable post-judgment interest rate on any judgments entered in cases of personal loans is the lesser of the legal interest rate or the contract rate. This bill does not affect the usury statute or other special circumstances contemplated by current law.

Synopsis:
This bill phases in a $1.00 increase in the state minimum wage through January 1, 2014.

The following Legislation affecting Title 22 - Municipalities was acted upon by the General Assembly on 1/19/2012:

HB 241
Title: AN ACT TO AMEND TITLE 22 OF THE DELAWARE CODE RELATING TO THE COMPOSITION OF MUNICIPAL ZONING BOARDS OF ADJUSTMENT



Synopsis:
This Bill amends the provisions of Section 322(a), Title 22 of the Delaware Code to permit any of the following members of the zoning board of adjustment to delegate their duties to their authorized agents: 1) the chief engineer of the street and sewer department or the public works commissioner, 2) the city solicitor and 3) the mayor. Presently, only the mayor may delegate such duties to an authorized agent.

USPS CHANGES THIS 2012

This New Year brings some changes particularly the Postal Service.
The Postal Regulatory Commission has approved new prices effective January 22, 2012 which affect mailing and shipping services.Mailing services include 1st class mail, standard mail,periodicals,package services and extra services such as certified mail  and delivery confirmation.The overall price change for all shipping services is 4.6 % with Priority Mail prices  increasing an average of 3.1% and Express Mail prices increasing an average 3.4%.

Below is the partial list of the USPS new prices:

- 1st class letters (1 0z.)- 1 -cent increase (from $0.44 to $0.45)
- Retail postcards - 3- cent increase to $0.32
- Letters to Canada or Mexico (1 oz.)-5-cent increase to $0.85; letters to other
  other international destinations -7-cent increase to $1.05
- Retail 1st class mail parcel (1- 3 oz) - 24-cent increase from $1.71 to $1.95
- Retail flat (1 0z.) 2 -cent increase to $0.90
- Certified Mail - 10-cent increase to $2.95
 
 There will be no change on:


- Single-piece retail letters and flats additional ounce rate will remain at $0.20
- Parcels additional ounce remains at $0.17
- Nonmachinable surcharge for letters remains at $0.20
