The following Legislation affecting Title 5 - Banking was acted upon by the General Assembly on 1/10/2013:
SB 1
Title: AN ACT TO AMEND TITLE 5 OF THE DELAWARE CODE RELATING TO THE BANK FRANCHISE TAX.
Synopsis:
This Act amends the bank franchise tax in Title 5.
Sections 1 and 2 of this Act delete obsolete provisions in Sections 1101 and 1104 of Title 5 for the resulting branch imputed capital addback for a banking organization that is a resulting branch in this State of an out-of-state bank. These provisions, which were added in 1995, have proven difficult to administer, no longer generate any significant bank franchise tax revenue, and have become a disincentive to out-of-state banks to locate or maintain bank branches in this State. Section 3 of this Act provides that the resulting branch imputed capital addback shall not apply to tax years beginning after December 31, 2012.

The U.S. Postal Service has announced price increase on some
of their mailing services which will be in effect January 27, 2013.
Some of the highlights of price changes are listed below:
First class mail
One-ounce letter
from $0.45 to $0.46
One-ounce flat from $0.90 to $0.92
One to three ounce
parcel from $1.95 to $2.07
Postcard from $0.32 to $0.33
Standard Mail letter-3 Digit Automation from $0.26 to $0.27
Certified Mail
from $2.95 to $3.10
Electronic Return
receipt
from $1.15 to $1.25
Priority Mail Flat Rate
Small box from $5.35 to $5.80
Medium box
from $11.35 to $12.35
Large Box from $15.45 to $16.85
Regular Envelope from $5.15 to $5.60
Legal Envelope from $5.30 to $5.75
All retail Priority Mail Flat Rates offer free tracking. Also
new, customers shipping Critical Mail letters
have the option of receiving a signature upon delivery as part of the
service.
